Tip: Trouble installing on Windows?

A common issue with installing The Bug Genie on Windows is PHP can’t connect to the database, it just sits there for about 30 seconds and then gives up. If you have this problem, and your database is hosted on ‘localhost’, try using ‘127.0.0.1’ instead, and see if that works.

As a plus, if you use IIS, you will get a 404 error if there is a database connection error. This will be fixed in 2.1.2, but until then you can check the error by removing line 79 in install.php and trying again!
